Using Samsung Internet? It may show a Google Play Protect "unsafe app" warning when installing any web app. This is a generic Samsung message, not a problem with Waegook, and the app is safe. For an install with no warning, open waegook.com in Chrome, or install with Samsung Internet anyway and tap "Install anyway" on the warning.
If nothing happens, open the Samsung Internet menu (≡) and tap "Add page to" → "Home screen".
Tip: on iPhone use Safari, and on Android use Chrome. Other browsers may not show the install option.
