Gyeonggi-do: Official Verification (ID Card) for Foreign Children Born in Korea Without Birth Registration

Gyeonggi-do has launched an Official Verification System for foreign children born in Korea without birth registration — issuing a Child Verification ID Card (one card per child). It reaches children who, because their birth was never registered, have been invisible to public systems and cut off from support. This card is the first step to changing that.

⚠️ What this is — and what it is not
The card officially recognizes that your child exists and links them to services and protection. It is not a birth registration, and it does not grant Korean nationality or any visa/residency status. Your personal information is used only for official verification and is not disclosed externally.

Who can apply
Unregistered foreign children who were born in Korea and currently reside in Gyeonggi-do. A parent or legal guardian applies on the child's behalf.

Documents you need

• Parent's ID
• The child's Korea-issued birth certificate
• The child's photo file

How to apply
Apply in person at the city hall with jurisdiction over where you live, or at a city-designated center.

• 📞 Call the relevant city office first before visiting.
• 👶 The child must be present at the first visit.

What the card gives access to

• Childcare support subsidies for daycare centers (rolling out in Hwaseong, Anseong, and Icheon in 2026)
• Connection to private-organization support programs — partners include Save the Children, UNICEF, ChildFund Korea, and the Catholic Archdiocese of Seoul, for help with healthcare, childcare, and housing (support follows each organization's own criteria)
