Why there is no self-check for this visa

We do not offer a self-check for E-8. Like E-9, it runs as a government programme: local authorities and employers apply for an allocation, and the selection happens there rather than on anything you can answer here. Note also that the short-term seasonal route through C-4 was discontinued: if you are reading about a C-4 seasonal visa somewhere, that information is out of date.
