What can I study?
- AI and Public Policy, Industrial and Information Systems, Media and Contents Policy, IT Design Convergence (each TOPIK 3)
- Digital and Cultural Policy (TOPIK 6 holders only)
Published by Seoul National University of Science and Technology (SeoulTech). Which of these a scholarship covers is decided by the school.
What do I need?
- Checklist (Form 1), the application printed after applying online, academic record check consent (Form 2), and a self-introduction and study plan (required for graduate applicants)
- Bachelor's graduation (or expected) certificate and transcript (master's, integrated); master's certificate and transcript (PhD); apostilled or consular-confirmed (in Korea: your own embassy). China: CHSI report and Form 3
- Copies: passports of you and both parents, alien registration card if you are in Korea, Korean course enrolment letter if you study one in Korea, and any language certificate your department asks for
- Proof of your relationship to your parents, notarised translation (China: kinship certificate and hukou copies); death or divorce papers if relevant; single-parent form (Form 4)
- Admitted students only: an original bank balance certificate of 20,000,000 won or more; a parent's account also needs Form 5 (a SeoulTech professor's guarantee: Form 5 and the papers the office asks for)
THE BANK BALANCE IS 20,000,000 WON OR MORE in your name, or a parent's with Form 5. A supervising professor can guarantee instead (Form 5 and papers the office asks the professor for); then you file no bank certificate.
File it after admission, by the tuition deadline, issued within the month before it. A scholarship covering tuition and living costs replaces it (file the award letter). Changing status inside Korea needs a Korean bank certificate.
Application fee 120,000 won, paid online; not refunded if you withdraw after the deadline. No entrance fee is printed in the tuition table.
Admission letter: the Korean guide prints "2026. 1월 초", a year slip; the English guide gives early January 2027, which is used here.
Dormitory (2026 rates, per semester, vacations excluded): Seongnim Hall international building single 2,205,280, double 1,533,280, four-person 1,164,800. These rooms have their own cooking facilities.
New students ask for a room only in the admission application; without it there is no room that semester. A no-show loses dormitory rights for 2 semesters. Move-in end of February 2027.
The dormitory fee is paid after you move in, with no other charge. The guide's meal plan (1 to 3 meals a day) is chosen in the application and cannot be changed later.

All requirements
- You and both parents are foreign nationals on the application start date (foreigners of Korean descent and dual nationals are tested on that date too)
- A bachelor's degree (or expected) for a master's or integrated master's and PhD course; a master's degree (or expected) for a PhD
- LANGUAGE: most departments ask for no score. TOPIK 3 (or a listed substitute) in Data Science, Industrial Design, Visual Design, Ceramic Arts, Business Administration, TESOL, Optometry, AI Business and Applied AI
- TOPIK 3 also in AI and Public Policy, Industrial and Information Systems, Media and Contents Policy, IT Design Convergence and IT and Media Engineering. AI Business waives it for holders of a Korean bachelor's
- TOPIK 6 only: Creative Writing and Digital and Cultural Policy. Substitutes for TOPIK 3: SeoulTech or IEQAS university level 4, overseas Koreans' course intermediate, King Sejong intermediate, KIIP 61 points or level 3
- TOPIK sittings accepted: up to the 107th PBT (5 July 2026) and the 14th IBT (12 September 2026). Language results count only within 2 years of applying; a level 4 enrolment letter does not count
- Expected graduates: file the final certificate by 20 February 2027 for the admission letter; none by the semester start cancels admission. If certificates come late, an apostilled or consular-confirmed expected or provisional one can do
- No TOEFL, IELTS or TEPS rule is printed, and the guide names no English-taught graduate department. Ask your department about the teaching language
- Selection: documents, then an interview (in person or online) for those who pass. Miss the interview and you fail
- Pay tuition to the school's bank by the e-mailed deadline (late December). Unpaid means not admitted, with no separate notice. The bank certificate (or a professor's guarantee papers) is due by the same date
- Check the open levels: some departments take no PhD or integrated applicants (see each row). Department pages: seoultech.ac.kr/univ/com/intro/intro/ and seoultech.ac.kr/univ/expert/intro/
- General Graduate School tuition is printed by field band (engineering and natural science, humanities and social, arts and PE), not by department. The band named in each row is our reading; confirm yours with the office
