University · SeoulThe University of Seoul is the public university supported by the Seoul Metropolitan Government (not Seoul National University). International undergraduates pay 2,156,000 to 3,396,000 won a semester (2026 rates). Freshmen need TOPIK 3, transfers TOPIK 4, or a listed equivalent; classes are in Korean. Fall 2027 applications open 8 March 2027. The top 30% of entrants pay no first-semester tuition.
